Work Session
Minutes:
The work session of the Buckingham Township Board of Supervisors was held May 26, 2010 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

The meeting was called to order at 6:35 pm.
1. Source Water Protection Plan
Mr. Christoph Stannik of the Environmental Advisory Commission (EAC) presented the Source Water Protection Plan prepared by the State Contractor to the Board and explained that he wanted the Board to review it before the State presentation. He reviewed some of the appendices and tables. He explained that the report provided a scientific basis for areas of protection. Mr. Stannik noted that the plan included a well protection overlay ordinance but avoided an agricultural ordinance instead focusing on education and outreach. Mr. Rowan requested a copy of the overlay ordinance. Mr. Stannik agreed to provide a copy to Ms. Cozza.
Discussion followed about rainfall, time for well replenishment and well testing during wet or dry summers. Mr. Stannik explained that dry years would show lower water levels and that rainfall would affect the immediate well area.
Mr. Stannik noted that there was a list of potential sources of contamination that were within the 10 year zones from wells (Table 4.4).
Discussion followed about the Furlong water contamination and the concern that the plume could be moving because water was now being pumped from the Buckingham wells. Ms. Cozza reported that based on recent testing the plume was centered around the lamp factory and Cornerstone. Mr. Rowan recommended further testing. Ms. Cozza noted that the steering committee had made a recommendation to do further testing in the Furlong area.
Mr. Stannik recommended putting a procedure in place that would require the Township to be notified in addition to the DEP about a spill or incident.
Solicitor Smith and Mr. Gray entered the meeting at 7:00pm.
Mr. Stannik reported that the State wanted to do a public presentation that was scheduled for Monday, June 7, 2010. Ms. Cozza offered to post the information on the web site and asked if the press release was available.
Mrs. Rash cautioned about giving the public enough time to plan for the meeting.
Mr. Forest asked Ms. Cozza if she had reviewed the plan and if she had any concerns. Ms. Cozza responded that she had a few minor comments that she would communicate to Mr. Stannik.
Mr. Stannik asked the Board to announce that there were openings on the EAC.
2. Fergusson Escrow Fee Waiver Request
Ms. Cozza reported that Mr. Fergusson had requested a waiver from the Township Subdivision and Land Development Ordinance for his subdivision and land development application for a four-lot subdivision at Burnt House Hill and Church Roads. Mr. Fergusson asked if the Board would consider accepting with the application a $10,000 escrow deposit instead of the $80,000 as specified for a four lot subdivision. After discussion Board consensus was that they would not waive the required escrow fees noting that the fees posted in the fee schedule reflected actual costs.
The board adjourned to executive session at 7:15pm.
The Work Session was adjourned at 7:30pm.
