Meeting Minutes

 

The regular meeting of the Buckingham Township Board of Supervisors was held September 20, 2017 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

Mrs. Rash called the regular meeting to order at 7:30 p.m. and led the Pledge of Allegiance.

 

Swearing in of Police Officer Rick Hazelett

 

Judge Maggie Snow was present to swear in Buckingham’s newest police officer, Mr. Rick Hazelett.  Several of Mr. Hazelett’s family members, the majority of the Buckingham Township police force and many township residents were present to congratulate Officer Hazelett and welcome him to our community.

 

PUBLIC COMMENT

 

Mr. Harry Veni, Deep Creek Way, mentioned he read a recent newspaper article about the Doylestown Airport hangar and parking expansion, and asked if the township could inform him if any other expansion of the airport is planned in the future, as far as runways and larger airplanes. Mr. Forest stated the Board has vigorously opposed and still opposes any expansion of the runway or larger airplanes; adding at this time the Airport is only renovating the office area. Mr. Gray noted the article referenced the Airport Authority’s purchase of the Goff property, and misleadingly used the word expansion.  

 

BOARD’S ANNOUNCEMENTS

 

Mrs. Rash made the following announcements:

-  Park and Recreation presents free movies at Hansell Park. The next one is scheduled September 29th at 6:30pm “Hotel Transylvania 2”.

-  Free Leaf Waste bagsare available at the township building now through December 1st. Bags will be picked up according to your location/section, between October 23 to November 16. See the township website for details.

- Keep Buckingham Beautiful– October 21 and 22. Bring your household trash to the Township 

   Maintenance Building at 4991 Upper Mountain Road between 8 a.m. and 4 p.m. Free shredding is offered from 9-12 only on Saturday, October 21st.

-  Board of Supervisors fall/winter meeting schedule: October 11th is a Work Session Only. Work Sessions and Regular Business Meetings will be held on: October 25th, November 15th and December 20th, 2017. All other meeting dates have been cancelled.

 

 PAYROLL and BILL LIST

 

Consideration of approving Payroll for the weeks ending September 3, 2017 and September 17, 2017, and the Bill List for the meeting of September 20, 2017.

 

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payroll for the weeks ending September 3, 2017 and September 17, 2017, and the Bill List for the meeting of September 20, 2017,in the total amount of $2,603,538.13. The motion carried unanimously.

 

MINUTES

 

Consideration of approving draft Supervisors’ Minutes of the August 30, 2017 Work Session and August 30, 2017 Regular Business Meeting.

 

Mrs. Rash made a motion, seconded by Mr. Forestto approve, as most recently presented, the draft Supervisors’ Minutes of the August 30, 2017 Work Session and August 30, 2017 Regular Business Meeting. The motion carried unanimously.

 

Consideration of accepting various Departmental Minutes and Advisory Body Minutes.

 

Mrs. Rash made a motion, seconded by Mr. Forestto accept the following Departmental Minutes and Advisory Body Minutes:

 

- Code Enforcement Monthly Statistical Report – August 2017

- Safety Committee – August 2017

 

The motion carried unanimously.

 

BUSINESS

 

The Chief Administrative Officer to advise the Board of Supervisors the expected Financial Obligation for the Minimum Municipal Obligations (“MMO”) for Non-Uniformed Pension Plan and the Police Pension Plan for the Year 2018.

 

Mrs. Cozza, the Township Chief Administrative Officer together with Mrs. Pistory, Buckingham Township Financial Director, advised the Board of Supervisors of the expected MMO for the Non Uniformed Pension Plan and the Police Pension Plan for the Year 2018.  

 

Mrs. Pistory advised the Board of Supervisors that she has prepared the MMO for 2018. The MMO for the Non Uniformed Pension Plan and for the Police Pension Plan for the year 2018 increased $7,800.00, a minimal amount.

 

Mrs. Pistory noted the township’s pension plans were audited by the Auditor General’s office this year for the four prior years and received a clean bill of health.  She said the township is fully funded in our pension plan and that in a recent survey by another municipality, that municipality disclosed that Buckingham was the only municipality with a fully funded pension.

 

The Board thanked Mrs. Pistory and Mrs. Cozza for providing the report, and for doing a great job managing the Township’s finances.

 

Consideration of approving Resolution No. 2338, A Resolution of the Board of Supervisors of Buckingham Township, Bucks County, Pennsylvania, Setting Appointments to the Zoning Hearing Board.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to approve Resolution No. 2338, A Resolution of the Board of Supervisors of Buckingham Township, Bucks County, Pennsylvania, Setting Appointments to the Zoning Hearing Board.

 

Mr. Calderaio clarified that Mr. George Michel is being moved from 2nd alternate to 1st alternate, and Mr. David Fisher is being appointed to the 2nd alternate position.

 

The motion carried unanimously.

 

Consideration of approving Resolution No. 2339, A Resolution of the Board of Supervisors of Buckingham Township, Replacing Resolution No. 2334, Establishing a Fee Schedule of Subdivision and Land Development, Zoning, Building and Other Fees.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to approve Resolution No. 2339, A Resolution of the Board of Supervisors of Buckingham Township, Replacing Resolution No. 2334, Establishing a Fee Schedule of Subdivision and Land Development, Zoning, Building and Other Fees. The motion carried unanimously.

 

Consideration of accepting the Request for Extension of the time to complete the Improvements as set forth in the Residential Development Contract to September 30, 2018, covering “Verrichia Tract”, Township File SA 2006-04.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to accept the Request for Extension of the time to complete the Improvements as set forth in the Residential Development Contract to September 30, 2018, covering “Verrichia Tract”, Township File SA 2006-04, pending receipt of the executed request for extension agreement. The motion carried unanimously.  

 

Consideration of accepting the Request for Extension of the time to complete the Improvements as set forth in the Residential Development Contract and Water and Sanitary Sewer Development Agreement to October 8, 2018, covering “Upper Mountain Estates”, Township File SA 2001-08.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to accept the Request for Extension of the time to complete the Improvements as set forth in the Residential Development Contract and Water and Sanitary Sewer Development Agreement to October 8, 2018, covering “Upper Mountain Estates”, Township File SA 2001-08. The motion carried unanimously.

 

Consideration of accepting the Request for Extension of the time to complete the Improvements as set forth in the Land Development Agreement to October 13, 2018, covering “Central Bucks East High School Improvements”, Township File LD 2009-02.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to accept the Request for Extension of the time to complete the Improvements as set forth in the Land Development Agreement to October 13, 2018, covering “Central Bucks East High School Improvements”, Township File LD 2009-02.

The motion carried unanimously.

 

ESCROW RELEASES

 

Mill Creek Ridge (Smith-Pfeiffer), Site, Township File SA 2001-05C

Mrs. Rash made a motion, seconded by Mr. Forest, to approve Escrow Release7,Site, Residential, for “Mill Creek Ridge (Smith-Pfeiffer)”, Township File SA 2001-05C, in the amount of $244,076.62. The motion carried unanimously.

           

 

Phillips Tract (Surrey Hill), Township File SA 2002-06A

Release #12, Site

$122,336.88 recommended for release

 

Mrs. Rash made a motion, seconded by Mr. Forest, to approve Escrow Release12,Site, Residential, for “Phillips Tract (Surrey Hill)”, Township File SA 2002-06A, in the amount of $122,336.88. The motion carried unanimously.

 

 

Upper Mountain Estates,

Township File SA 2001-08

Release #6, Site

$34,463.10 recommended for release

 

 

Mrs. Rash made a motion, seconded by Mr. Forest, to approve Escrow Release6,Site, Residential, for “Upper Mountain Estates”, Township File SA 2001-08, in the amount of $34,463.10.

 

Mr. Smith explained he and Mr. Kelso will be meeting with representatives from Toll Brothers at the site to resolve the issue of the heights of the basin liner, or whether, with the Homeowner’s Association’s assent, not to install it at all. Mr. Smith said the amount recommended for release was based on leaving the maximum amount that may be needed to complete the basin work.

 

The motion carried unanimously.

 

 

ADDITIONAL BUSINESS / MANAGER’S ITEMS

 

Consideration of accepting the Planning Services Agreement for Trails Planning, between the County of Bucks and Buckingham Township, with a total cost for services of $9,000.00.

 

Mrs. Rash made a motion, seconded by Mr. Forest, to accept the Planning Services Agreement for Trails Planning, between the County of Bucks and Buckingham Township, with a total cost for services of $9,000.00. The motion carried unanimously.

 

Covenant Presbyterian Church, PH2, Township File LD 2001-02A

Mr. Smith discussed the difficulty that Covenant Presbyterian Church is having procuring the necessary insurer endorsements which are required prior to beginning construction. Mr. Smith explained the builder contract does not cover the township for liability, so therefore requires additional insured status for proper township coverage. Mr. Smith said he could speak with the builder’s insurance agent about options going forward. The Board agreed that as long as the township is protected from liability, those options could be explored.

 

 

Mrs. Rash made a motion, seconded by Mr. Forest to adjourn the meeting at 8:25 p.m.  The motion carried unanimously.
