Minutes

 

The work session of the Buckingham Township Board of Supervisors was held September 20, 2017 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

The work session commenced at 6:00 p.m.

 

Budget – Building and Codes Department

 

Mr. Jim Kettler, Director of the Building and Codes Department, and Mrs. Pistory, Director of Finance Department, were present. Mrs. Pistory distributed Building and Codes fund budget spreadsheets.

 

Mr. Kettler said there were very few changes from the 2017 budget.

 

Mr. Kettler highlighted the following specific building items:

- Two large subdivisions are in process “Fenton’s Corner (Toll Feeney)” and “Mill Creek (Smith-Pfeiffer”), with “Fenton’s Corner” scheduled to start home construction in Spring of 2018, and “Mill Creek” continuing previous home construction.

- The trend is expected to continue with one and two lot residential construction projects, which cannot be predicted.

- Commercial buildings are being renovated instead of building new.

- Fewer porches were added than in 2017, with 24 this year as compared to 52 last year.

- Swimming pools are under construction.

 

Mr. Kettler discussed township office projects, explaining as the push to go electronic continues, the department is using a large screen Television/Computer Monitor system with a software program called “Bluebeam” that can manipulate adobe files on the screen. He said “Fenton’s Corner” will be submitting all plans electronically, and they will be reviewed, marked up accordingly, and returned to the builder, all electronically, for them to make any necessary revisions. Mr. Kettler said the program cost $350 per seat, with the adobe program being approximately $800.

 

Mr. Kettler said the department budgeted for 2 pads (i.e. surface tablet, iPad, etc.), with ruggedized cases, to take on inspections and have access to the plans and electronic file while onsite.

Mr. Kettler explained that BS&A, our current building department software hosting company, offers modules to allow the public to electronically submit permits, schedule inspections, and also to pay the fees online via a Point and Pay system with a $2.00 per permit fee charged, which would be paid by the customer. Mr. Kettler said the package costs approximately $6,100, which includes a $4,300 one-time fee, $1,000 implementation fee and $870 annual service fee, plus the $2 permit fee charged to the customer/resident.  The Board thought the system sounded good, and recommended the staff continue researching it, including discussing advantages and disadvantages with other municipalities who are currently using the system.  Mr. Kettler said the building department personnel would also be available to accept items on paper and via telephone calls, as they presently do. Mrs. Pistory said the project is not completely budgeted yet, but would be entered under Capital Purchases when prepared.

 

Mrs. Cozza said another highlight of the budget is the addition of monies into the emergency management budget line; saying the equipped trailer is just about complete, and more monies were added for 2018 to include winter to spring staff training.

 

Zoning Hearing Board Candidates

 

Mr. Mark Marseglia, Wellington Road, was present to express his interest in filling the vacant alternate seat on the Zoning Hearing Board. He had attended a few of their meetings and found the process to be very interesting. Mr. Marseglia is very involved in the community with 4 elementary school aged children.

 

Mr. David Fisher, Hawk Circle, was also present to express his interest in filling the vacant alternate seat on the Zoning Hearing Board.  Mr. Fisher said he is preparing for retirement, has lived in the township for many years, has older children, and wants to be involved in local issues.  Mr. Fisher explained he has a background in mechanical engineering.

 

Mrs. Cozza said the Zoning Hearing Board currently has a vacant 1st alternate position, and the Chairperson of the Zoning Hearing Board had recommended they move the current 2nd alternate member to the 1st alternate position, and appoint the new member to the 2nd alternate position.  The Board discussed the candidates and positions, and agreed to consider approval of a resolution during tonight’s regular business meeting to make the adjustment and appointments.
